		<title>What to play where?</title>

		<description><![CDATA[Last night I ran into a little problem. I have no heroes on Freedom below 50 and couldn't join in on the one open team going. I am one of those people that tends to shelf characters once they hit 50. <br />
<br />
So I figured I should get something going on each side for RO servers so I have something to play. Especially now that SK's and LKs are not a problem. I turn to the good people of RO for help. I just can't think of what to play. <br />
<br />
I want something that can solo at a fair clip as sometimes I only have 30 mins to play and I feel bad joining a team for two missions and bailing. But if the character can be helpful to RO teams too then that is a bonus. <br />
<br />
Freedom Hero- Nothing<br />
Freedom Villain- I have a 32 Fire/Therm in progress<br />
<br />
Justice Hero- I have a 21 Fire/Storm Controller<br />
Justice Villain- I have a 41Crab in progress, but he is for ROCZ only. <br />
<br />
Virtue Hero- I have several here, my 38 Earth/Storm is the main<br />
Virtue Villain- Nothing. <br />
<br />
So most pressing would be something for Freedom Hero and, Virtue Villain. <br />
<br />
Any ideas/suggestions?]]></description>

		<description><![CDATA[So here I am all excited in looking at my Veteran Rewards right?  Looking at my account to see when the next one is.  I have the 42 month right now... I should be getting the 45 month in April right?   <br />

My total Vet Status is at.. correction, was at 3 years 11 months.  So I began thinking... mmm, I should actually be getting my 48th Month reward in April!!!! Wooohooo!  So I submit a help ticket to get some clarification.<br />
<br />
I am sent a response by a "GM" stating yeah, my account status is all crazy, so he said I am actually at the 45 month.  I am thinking, awesome.  Cause that means that next month I get the 48 month reward, right?<br />
<br />
<br />
Wrong.<br />

<br />
I look at my account information and it all kinds of screwed up.  I lost over a year from "time paid" and my Veteran Time is now at 4 years 0 months.  Wait a second... that's 48 right?  That's odd.<br />
<br />
Then I look at the bottom of the page that says when I received the reward and when will I get my next reward.  It shows the reward being given now for 45 months... ok.  the 48 month is in June!  How is that making anything better?  I actually lost months.<br />

		<title>Dual Pistols - what to leave out?</title>

		<description><![CDATA[When designing a toon, power choices are often tight--unless either primary or secondary power set has, shall we say, some underperforming powers (I'm looking at you, Dark Pit!).  Unfortunately with Dual Pistols, we have what looks to be a wealth of good powers.  Still, if you have to leave one out (especially as a secondary), which one would it be?<br />
<br />
I'd say it would be Piercing Rounds.  It's about the same damage as Executioner's Shot with twice the range (good!) and twice the recharge (bad!) for about 65% more endurance (horrible!).  It's a cone but it's only 5 degrees wide and can only hit 3 targets; at 80 ft full range the cone is 14 ft wide, so it's like a long-distance Sands of Mu. Selecting the far target and lining up another in the line of fire will probably get you 2 hits.  The 20% -Res needs standard rounds and lasts only 10 seconds, half the recharge of 20 seconds, so you'll need a lot of recharge reduction to make it close to perma.<br />
<br />
It may work better for Blasters, but Defenders likely have a better power to include from their primary that may need less slots to shine.  And I suspect it will work better doing soloing or slow missions where you can line up 2 targets and hope for a 3rd.  But I'm thinking it's the power to pass.]]></description>

		<description><![CDATA[Toon: Energy/Elec Brute (OMG I HAVE A BRUTE)<br />

Lightning Field takes the Performance Shifter set. <br />
<br />
On many toons with Stamina I use Performance Shifter, Chance for +End as the third slot.<br />
<br />
It appears I can add this to both Stamina and Lightning Field at the same time.<br />
<br />
However, I know that sometimes the wrong target gets the proc. <br />
<br />
So I'm ASSUMING that the Chance for +End is supposed to apply to ME, and not potentially boost the end of my opponent. <br />
<br />
Does anyone know if this is how it's *actually* working right now?<br />

		<description><![CDATA[I made a small slap-my-forehead discovery the other night that I can't believe never occurred to me before.<br />
<br />
When facing a group that uses a targetable buff item (like the Sky Raider's FF Generator) - place a hold or immobilize on it.  Then move out of range of the item, letting the enemies follow you.  Now you can take them down without them benefitting from the buff item, which you can go destroy at your leisure later.<br />
<br />
Soloing some SR missions on Glaiza it was a great help, and I moved through things a lot faster.<br />

		<title><![CDATA[Using items from the SG's' bins]]></title>

		<description><![CDATA[I imagine this might be different for different SG's, but I'm wondering overall about what SG's' policies are about dropping off and picking up salvage.  I'm not talking about the SG base setting, which limits what you can do,  but the effective social policy, which is what you may and should do.<br />

I imagine if you can drop off salvage, you can.  And I've heard many SG's say that members are open to pick up and use standard IO's.  But what about other enhancements, salvage, and inspirations?<br />
<br />
I imagine as long as you are dropping off more than you're using, it's all good.  But I'd thought I'd check before grabbing anything.<br />
<br />
(It would be nice if our vaults were larger and could hold enhancements and inspirations as well.)]]></description>

		<title>The Sounds of Silence</title>

		<description><![CDATA[I started using Stealth on toons (those without /Devices and its amazing Cloaking Device).  And complained to Graywalker last night that I hated the whine it makes.  He commented that Oppressive Gloom is the same.<br />

I'd remembered seeing a post about how to change certain sounds in the game.  So I looked today and found this one by Impkin:<br />

It explains how to install Audacity and make a 1 second OGG file of silence (even easier now that when originally posted as the latest Audacity can make a 1 second file directly).  It then explains where in the data customization subdirectory you copy and rename the file to have it replace the standard game sound.<br />
<br />
It's fairly straightforward, simple, and a legitimate modification.  Searched for Stealth and found where to put a copy of my silence-1s.ogg file.  And it works! You don't use patrol XP during double XP events (except maybe to avoid debt).  You simply earn double XP.<br />

<strong class='bbc'>How come my XP gains are slow in this AE mission?<br />
</strong>They turned off double XP in the AE during the last double XP weekend.  They have done the same this weekend.  If you want double XP gains, enjoy normal arcs for this event.<br />
<br />
<strong class='bbc'>How come common salvage is so expensive!?<br />
</strong>The market flucuates wildly during these events.  Some salvage may become <em class='bbc'>practically unavailable</em> due to marketing antics.  Simply bid a relatively <em class='bbc'>fair</em> price and leave it for 24 hours.  It <em class='bbc'>will </em>fill, just maybe not during double XP weekend.<br />

		<description><![CDATA[To the members of the RWZ team I lead last night I want to simply say - I'm sorry.  I was a horrific leader and while I have lots of "reasons" the bottom line is I let the pursuit of my personal enjoyment impact the enjoyment of the team.  To me that is a cardinal sin for a good leader (something I've always considered myself until now).  Particularly egregious was my lack of awareness regarding Merryl's D/C and subsequent return.<br />

In any case, all I can say is I'm sorry and it won't happen again.  See you in game.<br />

		<description><![CDATA[A new skin has been installed.  <strong class='bbc'>Iconic </strong> has a different look but a familiar one. It uses image icons and a two column layout on the main forum page. For those who missed all the icons on the forum, Iconic is for you. <br />
We currently have 3 light skins (IP.Board, Clean Cut, iSkin) and 3 dark skins (Going Rogue, Dark Rogue, Iconic) available. <br />

For posting builds using mids, please see <a href='http://www.repeat-offenders.net/forum/index.php?s=5d0f7203eae5674f6227566135826484&showtopic=14567'>Color scheme editing in Mids</a> for information on adjusting color schemes to work on both light and dark skins. <br />

You may notice a number count ( X ) next to each skin name. This shows how many members are using each skin. The current default skin is <em class='bbc'>Iconic</em>, which is why it has the larger amount of members.<br />
<br />
For those who do not know how to change the skin, please see the attach image.  The skin drop down menu is <span class='bbc_underline'>always</span> at the very bottom of the forum and available on every page.<br />

		<description><![CDATA[How awesome would it be if the Dark Mirror enemies had your powers, AT, and costume, but with an added goatee?  I feel like it's more likely that we'll see what are effectively custom mobs from AE as Preatorian loyalist heroes showing up in the Isles and City to tease in GR.<br />

It is my understanding that Posi was always supposed to be a two parter, with the second part taking place in the south end of Fault (which used to be off limits) and the last mission in the dam itself.  The tech at launch couldn't handle this, which is why it got smooshed together into its current un-fun (for many, myself included) form.  I am excited to see what they do with it, since I find that most of the original hero TFs pale in comparison to the ones created since Villains landed (including all the SFs.)]]></description>
